Introduction

Universitas Pembangunan Nasional "Veteran" Jakarta (UPN "Veteran" Jakarta), as an excellent university of international quality, keeps developing networks and partnerships both domestically and internationally. An emerging trend within the university setting is the expansion of international collaborations, including initiatives such as opening enrolment opportunities for foreign students. Indonesia has become a popular destination for prospective international students pursuing their studies. There are several main factors contributing to the growing interest of international students in choosing Indonesia as a study destination, including:
  1. Supportive Government Policies, such as the LPDP Scholarship through the Developing Country Partnership (KNB) Program, and streamlined bureaucratic processes.
  2. Indonesia's Appeal as a Study Destination, including relatively affordable tuition fees, improving education quality, and rich cultural diversity.
  3. Improved Quality of Higher Education in Indonesia, reflected in international accreditation, global partnerships, and enhanced educational facilities.
Admitting international students at UPN "Veteran" Jakarta represents a strategic initiative to enhance educational quality and solidify the university's presence in the global education landscape. Through various efforts, it is anticipated that an increasing number of international students will be drawn to pursue their studies at UPN "Veteran" Jakarta.

Requirements

Prospective international students of a Bachelor program at UPN "Veteran" Jakarta are required to meet the following requirements:
  1. Must be 21 (twenty-one) years of age or younger at the time of registration at UPN “Veteran” Jakarta.
  2. Graduated from the previous level of education (as evidenced by a Diploma and Academic Transcript translated into English and/or Indonesian by a sworn translator).
  3. English language proficiency of TOEFL ITP of 470 (four hundred and seventy), or TOEFL iBT of 53 (fifty-three), or IELTS of 5 (five), which is still valid at the time of registration. Participants from English-speaking countries are not required to submit English language proficiency documents.
  4. An academic recommendation letter written in English or Indonesian from their previous school. 
  5. Proof of nationality by submitting a scan of participant's official passport for at least 1 (one) year at the time of registration.
  6. Health certificate of physical and mental condition from a public hospital (color blindness test, drug-free test, and mental health test). 
  7. A letter of statement confirming their financial capability.
The requirements for international students to register in a Master's Program at UPN "Veteran" Jakarta are as follows:
  1. Graduated from an undergraduate program (as evidenced by a Diploma and Academic Transcript translated into English and/or Indonesian by a sworn translator).
  2. English language proficiency of TOEFL ITP of 500 (five hundred), TOEFL iBT of 61 (sixty-one), or IELTS of 5.5 (five point five), which is still valid at the time of registration. Participants from English-speaking countries are not required to submit English language proficiency documents.
  3. An academic recommendation letter from their previous school, written in English or Indonesian.
  4. A recommendation letter from their supervisor if they are employed.
  5. Proof of nationality by submitting a scan of participant's official passport for at least 1 (one) year at the time of registration.
  6. A health certificate of physical and mental condition from a public hospital (color blindness test, drug-free test, and mental health test). 
  7. A letter of statement confirming their financial capability.
Academic Requirements
  1. Meeting the standard score or academic qualifications set by the university
  2. Taking an entrance test or exam
  3. Taking the Interview
  4. Sufficient language skills

Registration

The procedure for admitting international students is designed in compliance with applicable regulations at UPN "Veteran" Jakarta. The New Student Admission Committee, established by the Rector, will handle the procedure for admitting international students. The Committee will be under the coordination of the Vice-rector for Academic Affairs.  The registration procedure for prospective international students is as follows:
  1. Visiting the website https://penmaru.upnvj.ac.id/ to read information about the admission of new foreign students.  
  2. Registration online : https://admission.upnvj.ac.id/
  3. Completing the application form on the Penmaru UPN “Veteran” Jakarta page.
  4. Registration fee payment under applicable regulations.
  5. Uploading documents as required.
  6. Printing the participant card.
  7. Taking the computer-based written exam (CBT) and interview.
  8. Checking the selection result. 
  9. Re-Enrollment.
Important Documents:
  1. Valid passport
  2. Legalized diplomas and transcripts of previous educational grades 
  3. Valid TOEFL ITP, TOEFL iBT, or IELTS certificate. Applicants from English-speaking countries are not required to submit it.
  4. Recommendation letter from the previous school written in English or Bahasa Indonesia.
  5. Proof of nationality.
  6. A health certificate issued by a public hospital covering color blindness, drug, and mental health tests.
  7. The prospective international students must write a letter of statement confirming their financial capability.
  8. A recent photograph.

Selection

The selection process for prospective international students runs  as follows:
  1. Taking a writing test to measure their academic ability. 
  2. Participating in interview sesion to assess the motivation, communication skills, financial capability, and suitability of prospective students with the chosen study program.
  3. Taking another test required by specific study programs.

Post-Selection Registration

After the prospective students have passed the selection, they are required to:
  1. A study permit at KEMENDIKTI SAINTEK (Directorate of Higher Learning Education at the Ministry of Education)
  2. A student visa and temporary residence permit (KITAS).
  3. A receipt for tuition fee payment.
Semester Re-enrollment
Re-enrollment for the semester is conducted at the beginning of each semester before the classes begin by paying the tuition fee for the current semester and filling out the Study Plan Card (KRS). 

EDUCATION COSTS

Cost Components
The cost components for international students include the following:
  1. Tuition Fee; 
  2. Institutional Development Fee (IPI);
  3. Costs related to processing student permits throughout the study period, including fees for obtaining study visas and processing immigration residency permits as per applicable regulations.
  4. Personal costs include:
    • Graduation attire.
    • Graduation fees for master’s and doctoral degree programs.
    • Laboratory coat.
    • Other personal needs.
Funding Source
  1. Scholarship
    1. Full scholarship from the government of the student's home country;
    2. Full scholarships from non-governmental institutions, like corporations, or
    3. Scholarships from UPN "Veteran" Jakarta, specifically for international students, consisting of
      • Full funding in the form of tuition fees, IPI (institutional development fee), and living costs.
      • Education co-funding in the form of tuition fees and IPI (institutional development fee).
  2. International Student Scholarship Requirements​
    1. Scholarship requirements from UPN "Veteran" Jakarta for international undergraduate students:
      • Passing the undergraduate program selection at UPN "Veteran" Jakarta.
      • A graduation certificate/diploma with a minimum school average score of 80 (eighty) on a 100 (one hundred) scale.
      • Overseas high school graduates who have completed at least 12 years of education or have a diploma equivalent to high school in Indonesia, issued by the Embassy of the Republic of Indonesia in the country concerned.
      • Currently not receiving scholarships from other institutions.
      • Passing the interview.
    2. Scholarship requirements from UPN "Veteran" Jakarta for international students in the master's program:
      • Passing the master program selection at UPN "Veteran" Jakarta as evidenced by a letter of acceptance (LOA).
      • A minimum Grade Point Average (GPA) of 2.80 (two point eighty) on a scale of 4.00 (four point zero zero).
      • are currently not receiving scholarships from other institutions.
      • Passing the interview.

Study Permit Processing

  1. When the prospective international students meet the administrative and academic requirements, UPN "Veteran" Jakarta, through the  Office of International Affairs (KUI), will issue a Letter of Acceptance (LOA) as official proof of admission.
  2. The Office of International Affairs of UPN ”Veteran” Jakarta prepares the necessary documents and submits a study permit application to the Directorate of Institutions under the Ministry of Higher Education, Science, and Technology through the website of Layanan Izin Belajar Mahasiswa Asing.
  3. The Office of International Affairs of UPN ”Veteran” Jakarta receives the study permit and forwards it to the student.
  4. The Office of International Affairs of UPN ”Veteran” Jakarta periodically monitors, evaluates, and provides counseling for international students.

Insurance

UPN "Veteran" Jakarta requires international students to obtain health insurance valid in Indonesia at their own expense. The insurance coverage must include inpatient care, outpatient services, medication, and medical evacuation if necessary. Students are free to select their preferred insurance provider. However, UPN "Veteran" Jakarta may offer recommendations based on several factors such as benefits, coverage, hospital networks, and premium costs. International students are expected to independently arrange their health insurance, ensuring flexibility, accountability, and freedom in their choice.

International Student Management

The management of international students includes the following aspects:
  1. Academic Services
    • Orientation program: Provide a comprehensive orientation program to help international students adapt to the campus and academic environment.
    • Academic counseling: Provide intensive academic counseling, especially for students encountering trouble with language or course materials.
    • Learning facilities: Provide adequate learning facilities, such as academic information systems, an e-learning application (LeAds), libraries, laboratories, and shared study rooms.
    • Indonesian Language Course: Provides Indonesian language training programs for international students before the beginning of the classes.
  2. 2. Non-Academic Services
    • Accommodation: Helping international students find a safe and comfortable place to stay.
    • Health: Ensuring international students have access to adequate health insurance.
    • Counseling: Helping international students overcome problems while attending lectures.
    • Talents and Interests: Students can participate in activities according to their talents and interests at the Student Activity Unit (UKM)

Evaluation for Scholarship Awardees

Evaluation is conducted at the end of every semester to monitor and evaluate the academic performance of the UPNVJ Scholarship awardees based on the following steps:
  1. The awardees report their semester study progress to the Faculty and University, with a copy sent to the Study Program.
  2. The faculty evaluates the awardee's study progress and reports it to the University for consideration in continuing funding in the following semester.
  3. The awardees obtain at least a 3.5 Cumulative Grade Point Average (CGPA) on a 4.0 scale in the reporting semester.
  4. Faculties must coordinate with the Study Programs to analyze the awardees’ situation if they are inclined to delay or postpone their study, and to help them find a solution.
  5. If the delay is unavoidable, the awardees should solely bear all the education expenses
